调要树立全国一盘棋的思想,反对分散主义和地方主义。译文: (from China Economic News) Some media have given this observation: With respect to central government decisions, some people give only half-hearted effort for their execution under the pretext of their special local conditions; some get around the issue in the name of“ flexibility ”; some pay lip service but make no move; still others resort to the practice that the higher authorities have their policies while the localities have their “ counter-measures ”. Evidently, such discordance in action will only spell failure for State policies however well-formulated they may be. That is why highly-placed officials have been crying for treating local work as part of coordinated move in “a game, on the national chessboard ” and opposing to decentralism and regionalism.
