It is set up in the pe-riod of the Emperor Wu of Han, then revocated in the early Eastern Han, and reset in the late Eastern Han Dynastyfor each historical reason. We can clearly prove its track in the Han Dynasty by the former record. Official functionsare reflection of the reality.
