on four aspects: 1) rejection from the departments who are in charge of the plans; 2) intervention from the investment sectors; 3) low quality of the e documents; 4) not close links between the P-EIA conclusion and project construction. Based on analysis of theses problems, four measures have been brought forward to improve the effectiveness of P-EIA: 1) to boost the implementation of P-EIA by perfecting relative laws and institutions; 2) to enhance the independence of P-EIA by adjusting interest mechanism; 3) to increase the influence on Decision-making by improving the P-EIA quality; 4) to boost the implementation of P-EIA conclusion by improving the supporting mechanism.
