Act-- РLOADING AND UNLOADING.--A deviation for the purpose of loading or unloading cargo or passengers is, prima facie, not a reasonable deviation. РEFFECT OF UNREASONABLE DEVIATION.--An unreasonable deviation constitutes a breach of a carrier's obligations under this Act, and the remedies for such a breach shall be determined exclusively under this Act. РLIMITATIONS ON LIABILITY.-- РIN GENERAL.--Except as provided in paragraph (3), the aggregate liability of all carriers and their ships for loss of, for damage to, or in connection with goods under a contract of carriage may not exceed the higher of-- Р666.67 Special Drawing Rights (as defined by the International ary Fund) per package; or Р2 Special Drawing Rights (as so defined) per kilogram of gross weight of the goods lost or damaged.
