The guidelines are more scientific and operational because they simplified the working procedure, optimized the methods, and strengthened the environmental protection measures. This paper interpreted the amending reason and basis for main clauses, provided suggestions such as the sensitive degree partition and pollution source intensity, and put forward amending plans for improvement and perfection of guidelines.Key words : environmental impact assessment; groundwater; guidelines ; interpretation
